In reply to your letter of the 17th instant, enclosing a copy of correspondence in the case of the now confined at Hong Kong criminal lunatic Charles Bithrey, I am directed by the Secretary of State to acquaint you, for the information of Mr. Secretary Chamberlain, that the only Asylum in England to which Bithrey could be sent is that at Broadmoor, and that there is the greatest difficulty in finding room there for the serious English cases for which that Asylum is alone fitted. So much is this the case that active steps are being taken to secure a site for a second criminal lunatic asylum.

Having regard to this fact; to the improvement in Bithrey's condition at the date of the last report; and to the fact that by the time the arrangements were completed, considerably more than half the man's sentence would have expired, it appears to the Secretary of State to be doubtful whether the circumstances would justify his removal.

If, however, Mr. Chamberlain attaches importance to the matter, Sir Matthew Ridley will be prepared to authorise Bithrey's reception at Broadmoor.
